 What is Cognizable Offence?

Crimes which, if organized, can later be arrested by the police without a warrant, can be prosecuted by writ of certiorari under section 154, and can be investigated without the permission of a magistrate under section 156, are called indictable offences. 

What is Non-Cognizable Offence?

4 (1) f of the Criminal Procedure Code, all offenses for which the accused cannot be arrested by the police officer without warrant under the third column of the Second Schedule to the Criminal Procedure Code or any other law for the time being in force are called non-cognizable offences.
